About this record

At the height of the Depression, policy makers felt that making electrical power cheaper and more widely available, especially in rural areas, would both stimulate the economy and relieve poverty. The Wisconsin Development Authority was therefore incorporated in March 1937 to promote the organization of municipal power districts, electric cooperatives and non-profit corporations, and municipally owned electric plants. This pamphlet describes its goals and methods, as well as the benefits to accrue to farmers and small-town residents from generating their own electricity in their own regions.
