About this record

Many women served as block leaders during the war, helping to organize and promote neighborhood civilian defense measures and to raise community morale. Under the direction of Mrs. C.J. Otjen, chair of the Wisconsin Block Plan Organization, 40,000 women around the state joined in the effort, planting gardens, sharing rides, and providing support to other women. This booklet offered block leaders some suggestions for fostering community spirit and revitalizing wartime consciousness.
