About this record

As a forerunner to the subsequent "No Child Left Behind" program, Governor Thompson created Wisconsin's Council on Model Academic Standards, which implemented high content and performance standards in mathematics, science, social studies, reading, and language arts. In response to concerns about the validity of standardized testing, the Department of Public Instruction issued this booklet that addressed some of the major questions about the goals and value of large-scale assessments.
