About this record
Francis Edward McGovern (Jan. 21, 1866-May 16, 1946) was elected governor in 1910. During his first term, much of the progressive program was brought to fruition, including legislation to establish a practical income tax program, worker's compensation, regulation of child and women's labor, the encouragement of co-operatives, and the curtailment of corrupt political practices. This official governor's portrait of McGovern was painted in 1917 by Minnesota-born Nicholas R. Brewer (1857-1949). Click on the thumbnail to see a larger version.Citation
